West Bengal Becoming Hotbed of Terrorism???- An Insight!

Introduction

 

Terror walks among us in the suburbs and rural backstreets of Bengal. Like wolves in sheep’s clothing.

Sometimes it’s the self-contained boy next door like Mehdi Masroor Biswas

while sometimes it’s the uneducated and reckless young man with no regard for authority.

Sometimes they even take the form of housewives…

Ordinary men and women (mostly belonging to the Muslim community) can be trained in using ammunition and

making explosive devices in unrecognized madrasas (Islamic Seminary) and turned into lethal recruits for the IS’ or JMB.

West Bengal shares a long and porous border with its Islamic neighbor Bangladesh,

which was apparently created on secular principles but has failed to establish it.

The majority of the Muslim population (which is more than 90% of the total population)  in Bangladesh is radicalized.

Hence the number of radical Islamic groups and terrorist outfits present in BD is huge.

WB has been on the radar of Pakistani, Bangladeshi, and several other Islamic terror outfits for quite a while.

There are over 10000 unrecognized madrasas across the border area of WB and BD,

which have been spreading radical menace for a long time and have been complemented

by the proliferation of social media posts promoting terror and communal hatred against the majority community of WB and India.

 

 

 

Bangladesh Based Terror outfit JMB has easy access to West Bengal.

 

A mass of radicalized Bangladeshi infiltrators trained by Islamists

wreak havoc during the festive seasons (of Hindus, e.g.Durga Puja) and organize riots in the suburbs and rural areas of WB.

Among these terror outfits, JMB is probably the most active.

Being headquartered in Bangladesh, JMB has easy access to WB.

JMB cadres are known to recruit from their close and extended families, creating strong blood networks.

West Bengal has long been under the scanner of security agencies as a “secure hideout” for agents of Pakistan’s ISI.

Being one of the most open border states of India, WB is easy to infiltrate through the neighboring Islamic nation Bangladesh,

which unofficially harbors terrorists, unlike Pakistan which harbors them officially.

It is feared that several terrorist outfits like the JMB (Jamaat-ul-Mujahedeen Bangladesh),

IS (Islamic State) and espionage agencies like the ISI

(plays catalyst in terror activities) has spread its network in Kolkata and districts like Howrah,

both North and South 24-Parganas and have set up their organizational bases in Murshidabad, Nadia, Bardhaman, and Birbhum.

The JMB and the IS (Islamic State) have been trying to expand their networks in the border districts of WB,

by means of roping in unemployed Muslim youth through their handlers.

The 2014 Khagragarh blast case and the arrest of 25-year-old Mohammed Musiruddin

in 2016 proves without a shadow of a doubt that there is the existence of terrorist strongholds in WB,

particularly in the districts bordering Bangladesh including Bardhaman, Murshidabad, and Birbhum.

On December 28th, 2016, the West Bengal Government set up a new intelligence agency,

the Local Intelligence Unit (LIU) to counter-terrorism, neutralize terror modules,

and invigilate suspicious movements in WB, and also prevent militant infiltration into the state.

The LIU is said to have started its operations under direct monitoring of the state’s IB department.

According to State’s Home Affairs department officials,

skilled Police officers from KP and WBP have been sent on deputation to the unit.

Bangladesh has agreed to share all information on terrorist organizations with India.

Now let us take a look at the major acts of terrorism perpetrated by the recognized terrorist groups post 9/11, from 2007 to 2019.

(This list is by no means exhaustive, the author is open to further inclusions provided with standard references.

This list also does not include terror attacks perpetrated before 2007 like the infamous 2002 Attack on American Cultural Centre.)

 

Operations Of Lashkar e Taiba in Bengal

Lashkar E Taiba – LeT (alternatively spelled as Lashkar-e-Tayyiba, Lashkar-e-Toiba, Lashkar-i-Taiba & Lashkar-i-Tayyeba):

 

  • i) 1 April 2007: 4 Lashkar-e-Taiba cadres were arrested by the BSF at the India-Bangladesh border from Petrapol,

North 24 Parganas, as they were trying to enter India.

 

  • ii) 10 January 2008: LeT cadre, Abbas Khan alias Akhdas Khan alias Mohsin Alam,

was arrested by the detective department of KP from Chamru Singh Lane in the Narkeldanga area(East Kolkata).

He was initially arrested for being involved in a fake currency racket in Kolkata;

but was later discovered to have been convicted by a Gujarat court for his involvement in the Godhra violence.

He was released on bail, was able to jump on parole, and had been in hiding for over 5 years.

  • iii) December 5th, 2008: The KP’s detective department and the STF, in a joint operation, arrested Tausif Rehman and Mukhtar Ahmed,

for their involvement with the November 26 Mumbai Attacks (26/11).

Tausif was arrested from WB while Mukhtar, who was a constable in the J & K Police, was arrested from New Delhi.

The two were allegedly linked to the SIM cards that were used by

the 10 LeT terrorists who carried out the 26/11 Mumbai Attacks.

They were later let off on bail as the KP failed to find any hardcore evidence against them,

while the Mumbai Police did not even seek their custody.

 

LeT terrorist named Safique Iliyas aka Deepak, was arrested by the CID from Malda.

 

  • iv) January 12, 2009: A LeT terrorist named Safique Iliyas aka Deepak, was arrested by the CID from Malda.

Shafique who was originally a citizen of Bangladesh (Rajshahi),

was instructed to spy on the movement of Army personnel in Siliguri,

as per the Safique had planned to set up a shop near the Army establishment in Siliguri in order to spy on the Indian Army personnel.

He confessed that he helped two LeT terrorists to cross over to India from

Bangladesh the previous year. One of them was later arrested by the J&K Police.

Shafique was previously arrested by the Delhi Police in 1998 on the charge of transporting RDX from Bangladesh to UP.

He was booked in Tihar jail till he was granted bail in 2003 and subsequently escaped to Bangladesh.

a duplicate voter identity card were recovered from him.

 

 

Taher was LeT’s Bangladesh chief Andul Karim Tunda’s, right-hand man

 

  • v) March 6, 2009: The KP arrested a Lashkar-e-Taiba explosives expert Abu Taher alias Mohammad Zakaria, at Sealdah railway station.

Taher had carried out low-intensity blasts in Delhi, Ludhiana, Punjab, and Rohtak, Haryana.

He then fled to Rajshahi, Bangladesh.

Taher was LeT’s Bangladesh chief Andul Karim Tunda’s, right-hand man

and had been trained in handling explosives from LeT headquarters in Lahore, Pakistan.

 

  • vi) April 5, 2009: LeT militant Shahnawaz alias Chandan, was arrested by the STF from Lalgola, Murshidabad.

Shahnawaz was an explosives expert resident of Murshidabad itself.

Upon checking his police records it was found that he was also involved in human trafficking.

 

  • vii) August 21, 2013: Mohammad Alauddin suspected to have links

with the previously arrested LeT operative Abdul Karim Tunda was arrested with FICN at Mothergachi village in North Dinajpur.

  • viii) August 26, 2013: A suspected linkman of the LeT, named Mohammad Abu Bakkar was arrested from Malda.

 

  • ix) July 29, 2014: LeT operative Abdul Subhan Qureshi, who was arrested on the 20th of July,

revealed that he made contact with Asahbuddin alias Shahabuddin Shaukat (Qureshi’s nephew) through the internet.

Shaukat was handed life in jail for the infamous Partha Roy Burman (owner of Khadim’s) kidnapping case (2001) and was lodged in a Kolkata Jail.

He had been in contact with him regarding money transfer through hawala and

financing of weapons from across the border through the LeT network.

As per a source in Alipore Central in Kolkata Jail,

WB’s prisons have turned into free hi-tech communication zones for terror suspects.

Cadres of terror groups such as IM and LeT, and even ISI agents, regularly make

phone calls and video calls to Pakistan, Dubai, and PoK using Skype, V-Chat, Viber, etc.

 

 

Delhi Police has approached KP for the custody of LeT operative Arshad Khan

 

  • x) July 30, 2014: Delhi Police has approached KP for the custody of LeT operative

Arshad Khan had provided contact numbers of Pakistan-based militant handlers to arrest LeT operative Abdul Subhan.

Police said Subhan came in touch with his Pakistan-based LeT handlers Javed Baluchi and

Ajam Cheema with some phone numbers provided by Arshad.

 

  • xi) August 25, 2014: Shaikh Abdul Nayeem alias Sameer, a LeT militant who was

arrested for his involvement in the Mumbai serial train blasts and Mecca Masjid blast, escaped from the custody of the Bengal Armed Force.

He was on a running train near Raigarh railway station in Chhattisgarh.

Nayeem was known to have been a resident of Aurangabad, Maharashtra.

 

 

Bengal Activities of Hizb-ul-Mujahideen

 

Hizb-ul-Mujahideen (HM):

 

  • i) June 30, 2007: 3 individuals were arrested from Sultanpur village, Howrah.

2 of them were discovered to have been HM militants, Mohammed Raj and Mohammed Zakir.

The 3rd person was a certain Samsuddin from whose house the three were arrested.

Fake passports, visas, and forged travel documents were seized.

The two militants HM came to Kolkata from Delhi on 17/6/2007 and were looking to enter Bangladesh.

 

  • ii) October 13, 2012: The NIA, with the help of BSF and local Police,

arrested Badal Sheikh from Manoharpur, Malda for his alleged links with HM.

FICN with a face value of INR 20,000 was recovered from his possession.

Harkat-ul Jihad al-Islami -HuJI-Pakistan

 

  • i) July 14, 2007: The WB Police arrested Nur Islam, a HuJI cadre, who functioned as a ‘carrier’ of the group from the North 24-Parganas.

Nur Islam was an associate of Jalaluddin, who was arrested in UP in June (23rd or 24th).

 

  • ii) November 23, 2007: In a joint operation, the WB CID and the UP Special Task Force arrested a top HuJI militant known as Aftab Alam Ansari.

He was hiding in the Cossipore area in northern Kolkata.

Ansari was one of the masterminds behind the serial bomb blasts in the court premises

at Lucknow, Faizabad, and Varanasi in UP on November 23, 2007.

 

 

Sadiq was brought to Kolkata from Hyderabad,

 

  • iii) December 18, 2008: The Subsidiary Intelligence Branch (SIB) of WB reported that an 8 member team, mostly belonging to HuJI;

has sneaked into WB through the Bangladesh border.

They were led by 2 HuJI leaders from Pakistan, Alimuddin Quraishi, and Jaimuddin Ali,

who helped them cross the border from Ranisankhoil.

 

  • iv) July 18, 2009: The prime accused of the January 2002 Kolkata American Centre attack case, Mohammad Sadiq alias Sadakat,

was produced before a court in Kolkata which subsequently remanded him to 14-days of Police custody.

Sadiq was brought to Kolkata from Hyderabad, the capital of Andhra Pradesh, on transit remand.

He was reportedly arrested by the Mumbai Police in September 2008

for alleged involvement in subversive activities in different parts of the country.

  • v) November 17, 2009: Three Bangladeshi nationals, suspected of having links

with the Pakistan-based terrorist outfits, HuJI and LeT were arrested by the STF of the Kolkata Police.

FICNs with a face value of INR 3 million were seized from their possession along with several incriminating documents.

 

  • vi) December 20, 2012: Mizanur Rahaman alias Shahjahan alias Bablu,

a HuJI operative who was allegedly involved in the abduction of Khadim owner

Partha Pratim Roy Burman and was absconding for 11 years,

were arrested by the Special Task Force of KP from Princep Ghat in Kolkata.

 

  • vii) May 21, 2014: SC commuted the death sentence of two convicts in 2002 in the American Centre attack case of Kolkata.

The court ordered the main mastermind in the case Aftab Ahmad Ansari to remain

behind bars till the end of his life and another convict Jamiluddin Nasir to remain behind the bars for at least 30 years without remission.

  • viii) September 4, 2015:  Aftab Ansari, sentenced to death for the 2002 American Center terror attack in Kolkata (West Bengal),

will not be taken to Ahmedabad (Gujarat) for trial in an abduction case.

Aftab has always been a security challenge, especially since it was established that he had a major financial role in setting up IM.

With the security agencies saying it will be too risky to take him out of Alipore Jail in Kolkata,

an Ahmedabad court has agreed to carry out the trial through video conferencing.

(Aftab Ansari was known as Farhan Malik initially.

He was the first to claim responsibility for the attack and justified it as “a protest against the evil empire of America”.

Malik was also wanted for the very famous ‘Khadim Karta Apaharan’ case or

the Abduction case of Partha Pratim Roy Barman the owner of Khadim’s.

 

 

Bangladeshi HuJi becoming more dangerous.

 

Harkat-ul Jihad I-Islami Bangladesh (HuJI-B):

 

  •  i) August 7, 2008: The BSF arrested 3 Bangladeshi nationals trying to cross over into India, from the Doulatpur border in the Baisnabnagar area of Malda.

3 mobile phones, detailed regional maps of India, and cash money of USD 16000

as well as INR 16,000 were taken from their possession.

The three were identified as Mohammed Altaf, Mohammed Dulal, and Mohammed Hasu.

They were HuJI-B militants hailing from Habiganj, Bangladesh.

 

  • ii) December 26th, 2008: A group of HuJI-B terrorists has made repeated attempts to enter India from Bangladesh, informed the MHA (Union Ministry of Home Affairs).

They were being helped along their way by the Pakistani espionage agency ISI who

intended to make some explosions in West Bengal.

  • iii) April 12-13, 2009: The WB Police arrested Mufti Ibrahim, a HuJI-B militant from an apartment in Baguihati (North 24 Parganas).

This man the mastermind behind the grenade attack on Bangladesh PM Sheikh Hasina in 1999 in Bangladesh.

He happened to be the nephew of Mufti Abdul Hannan, the commander of HuJI-B.

Hannan had previously fought for the Taliban in Afghanistan in 1993.

 

 

Indian Intelligence agencies can no more ignore the Al-Badr Group.

 

Al-Badr:

 

(Infamous terrorist group based in Bangladesh.  They were convicted of 1971 war crimes for perpetrating grizzly murders of Hindus and secular intellectuals during the 1971 Bangladesh Genocide)

 

  • March 19, 2009: A terrorist named Shawaz Ismail (27) was arrested in the vicinity of Writers’ Buildings in Kolkata.

Ismail, a former Pakistan Rangers soldier (service number R39409),

was headed for Kashmir to ‘revive’ the Al-Badr militant group and replace the outfit’s head of operations in Kashmir.

Investigations revealed that Ismail first went to Dhaka from Karachi a few months before this arrest.

He then sneaked in through the Rajshahi-Malda corridor on March 17/18 (post-midnight of March 17).

He then boarded a train to Howrah from where he was supposed to go to J&K. Shawaz Ismail was arrested at BBD Bag.

 

 

Jamaat-E-Islami is notorious for Secular-Hindu Massacre during the Mukti-Juddho of Bangladesh.

 

Jamaat-e-Islami:

 

(Another terrorist group based in Bangladesh that was also convicted of 1971 war crimes for perpetrating grizzly murders of Hindus and secular intellectuals during the 1971 Bangladesh Genocide)

 

  • July 31, 2009: Ikramul Haque, a cadre of the Jamaat-e-Islami was arrested by the BSF in Murshidabad District along the India-Bangladesh border.

He was a resident of Sonaganga village, Naogaon, Bangladesh. Ikramul confessed to his association with Jamaat.

He also admitted that he had infiltrated India two times before this and had procured arms from local dealers in WB.

 

Indian Mujahidin emerging as the front leader of terrorism in West Bengal

 

Indian Mujahidin (IM)

 

  • i) March 1st, 2010: 4 Kolkata-based businessmen received extortion calls from Indian Mujahideen (IM).

The group is headed by Amir Reza Khan, who hails from Kolkata itself

and was one of the masterminds behind the 2002 Attack on the American Cultural Center.

The demanded amount was in billions and the businessmen were threatened to pay up

lest their fate is like that of Parthapratim Roy Burman, the former Khadim’s chief who was abducted in 2001.

The calls were traced to Karachi, Dubai, and Nepal.

The IM was in need of money and had made similar calls in the prior months

to several industrialists and developers in Mumbai, Surat (Gujarat), and Chennai.

The intelligence sources said that the modus operandi suggested the role of Dawood Ibrahim.

  • ii) July 2, 2014: Zahid Hussain, a terrorist belonging to the Indian Mujahideen, suspected to be involved in the Pune German Bakery blast of February 14, 2010,

was arrested outside the Kolkata rail station(Chitpur, KOAA).

He was a resident of Mirpur, Kushtia Hussain was in touch with all the top IM leaders and used to supply FICNs and explosives.

 

  • iii) May 12, 2018: The Maharashtra ATS arrested an alleged terror suspect-Faisal Hasan Mirza (32) who is trained in Pakistan to carry out terror attacks in India.

Hasan Mirza is an associate of a wanted terrorist-Amir Reza Khan,

co-founder of IM, and was ordered to plan an attack in Mumbai, said an unnamed senior officer.

Mirza was arrested in a joint operation conducted by the Maharashtra ATS and Kolkata STF,

which has been tracking Reza and his associates said an unnamed official.

The preliminary interrogation has revealed that Mirza had stayed in Sharjah, UAE, and moved to Karachi, Pakistan via Dubai.

In Karachi, he was trained in a terror camp at an unspecified location, said an unnamed officer.

 

 

Jamaat-ul-Mujahideen Bangladesh is no more a Fringe extremist outfit.

 

8) Jamaat-ul-Mujahideen Bangladesh (JMB):

One of the most active terrorist groups in West Bengal,

the JMB has been the main cause of concern for the Indian intelligence agencies.

Intelligence sources have shown that the JMB has always been trying to establish its bases in India, particularly in Assam and WB.

The security agencies of both India and Bangladesh have been sharing all available data on the activities

of the terrorist outfits on a daily basis and the move has so far yielded desired results as quite a few JMB terrorists have been apprehended.

The JMB has helped the IS establish a secure base in Bangladesh which has caused huge concern in the Indian intelligence camps.

Intelligence has it that a faction of the JMB has shifted its allegiance to the IS and this new faction is called ‘New JMB’ by the BD government.

If the members of the ‘New JMB’ faction also manage to sneak into India, all hell may break loose!

  • i) September 9, 2010: A high alert was sounded by the WB Police throughout the state

after a Central intelligence input indicated that 5 JMB militants had crossed over to the State recently from Bangladesh to carry out terror attacks.

 

 

Khagragarh Blast Case

 

  • ii)Bardhaman(Burdwan) Khagragarh Blast Case October 2, 2014:

An explosion occurred in a two-story building in the Khagragarh locality of Burdwan.

The building was owned by TMC leader Nurul Hasan Chowdhury and

the first floor of the building was used as the Trinamool Congress party office.

Chowdhury had rented the second floor of the building to one Shakil Ahmed for 4700/- INR.

The police and the fire brigade were called by the locals when they heard the explosion and saw smoke coming out of the second floor.

When the police arrived, 2 women inside the building prevented the police from entering at gunpoint.

They threatened to blow up the building and destroyed several documents and evidence.

Shakil Ahmed who hailed from Karimpur Nadia died on the spot.

3 persons were injured including Rejaul Karim, Andul Hakim, and Sobhan Mondal.

Sobhan Mondal was declared dead at the Hospital. Abdul Hakim, from Lalgola, Murshidabad, was admitted to the hospital in critical condition.

The 2 women, the wives of Shakil Ahmed and Abdul Hakim, and their 2 children were left unharmed.

The police arrested the 2 women and seized 55 improvised explosive devices, RDX, wristwatch dials, micro SD cards containing propaganda songs,

Taliban training videos, SIM cards, fake voter IDs, fake passports, maps, and half-burnt books in Arabic.

Preliminary investigations by the CID hinted towards a group named ‘Al-Jihad’.

According to the NIA, the Al-Jihad module had planned a series of 10 blasts in Kolkata during the Durga Puja.

A team from the Central Forensic Research Laboratory inspected the detonation site and the suspected involvement of the Indian Mujahideen.

  • iii) January 14, 2015: The NIA tried to identify Rejaul Karim as a JMB member seen in a training video at the Simulia madrasa in Burdwan.

Rejaul has allegedly confessed that he attended the session, however, only one side of his body is visible and his face is not.

  • iv) January 27, 2015: The NIA arrested 4 persons in connection with the  Bardhaman blast case after carrying out raids across the districts of Birbhum, Nadia, and Murshidabad.

Among the arrested is one of the main recruiters for JMB, Dalim Sheikh alias Faijul Hoque Sheik.

The other arrested are Habibur Rehman Sheikh, Ghiyasuddin Munshi, and Motiur Rehman alias Noor Alam.

  • v) February 3, 2015: The NIA arrested Mufazzil Haque from Mokimnagar, Murshidabad, a district bordering Bangladesh in connection with the Burdwan blast case.

Haque was running a madrasah in Murshidabad where youths were recruited for JMB and he was a close associate of Sheikh Rehmatullah alias Sajjid,

who was arrested by the NIA in 2014 November?

NIA’s investigation reveals that JMB had established its network in many districts,

particularly in Murshidabad, Nadia, Malda, Birbhum, and Burdwan in WB, Barpeta in Assam, and Sahibganj and Pakur in Jharkhand.

 

 

JMB was trying to impose ‘Sharia law’ in some districts

 

  • vi) February 23, 2015: The NIA in its charge sheet suggested that the operation was aimed at carrying out terror strikes in India,

while Bangladesh maintained that the intention of the JMB was to hit the Sheikh Hasina regime.

They found it hard to set up modules in Bangladesh and hence chose West Bengal where

they were training a module to strike at the Awami League (AL).

Bangladesh requested India to extradite all the accused India has arrested in connection with the Burdwan blast case.

  • vii) March 10, 2015: The charge sheet on October 2, 2014, Burdwan blast case allegedly claimed that the JMB was trying to impose ‘Sharia law’ in some districts on the Indo-Bangladesh border.

The explosives were scheduled to reach the bordering areas in Assam.

But there was no evidence that the explosives were smuggled to Bangladesh.

All the 17 arrested in the Burdwan blast case were charged under UAPA.

Those arrested, including a Bangladeshi and 2 women Jihadis, were accused of carrying out “terrorist activities”

and “making and dealing with explosives and arms”, the charge sheet reportedly stated.

The NIA charge sheet also focused on Khariji madrasas in the bordering districts of WB.

The NIA reportedly mentioned 2 madrasas, Simulia in Burdwan and Mukimnagar in Murshidabad as “terror training” centers.

  • viii) March 14, 2015: 2 people were arrested along with 200 crude bombs and some country-made guns in Burdwan.

During a combing operation, police made the seizures from a hideout in Belsore village and linked the incident to the October 2, 2014, Burdwan blast incident.

 

  • ix) March 21, 2015:  A key accused on October 2, 2014, Burdwan blast, Abdul Wahab Momin was arrested by the NIA from the Sealdah area of Kolkata.

Momin was involved in facilitating shelter for JMB cadres in WB and his custody was essential to extract information about 15 other absconding accused.

  • x) March 28, 2015: The NIA came across a piece of land in Shantipally near Santiniketan in Birbhum district

which it suspected would have been used by the JMB to set up a colony for its operators.

Senior officers of the NIA linked the possible plan to set up the colony in Shantipally to “operating a sleeper cell”.

They said a JMB leader in charge of the module in Birbhum had been instructed by his bosses in the neighboring country to set up the colony.

  • xi) March 30, 2015:  NIA filed the charge sheet in the October 2, 2014, Burdwan blast case,

before the NIA Special Judge at Bankshall Court in Kolkata outlining a conspiracy by terror outfit JMB

to use Indian territory as a recruiting and training ground to overthrow the Bangladesh Government and impose Sharia-based Islamic rule.

NIA says JMB’s mission was to create a ‘Greater Bangladesh’ with portions wrested from West Bengal.

In over 164 pages, the NIA detailed how JMB operators targeted West Bengal, Assam,

and Jharkhand to set up training camps for recruitment, radicalization, and training of vulnerable youths in a systematic and organized manner.

A  similar network was found in the Sahebganj district of Jharkhand.

 

  • xii) April 9, 2015: A man, identified as Bin Amin Seikh was arrested by the NIA in connection with the Burdwan blast case

near the Indo-Bangladesh border in Baliadanga village, Kaliachak area in Malda district.

 

 

JMB had plans to target WB and Assam

 

  • xiii) April 27, 2015: Another operative of the JMB’s Indian wing,  Ibrahim Sheikh alias Lal Mohammad, was arrested in connection with the Burdwan blast case.

Ibrahim, who was caught with ammunition, firearms, and crude bombs hails from Nabagram, Murshidabad,

and was a member of the Majlis-e-shura (central committee) of the JMB.

He was the in-charge of a Madrasa named Fatimatul Mukimnagar.

Ibrahim told his interrogators that the JMB had plans to target WB and Assam after overthrowing the Sheikh Hasina regime in Bangladesh

and that he had recruited more than 150 men and women in India for Jihad since 2010-2011.

 

  • xiv) June 18, 2016: Another arrested terrorist in the Burdwan blast case named Nurul Hoque,

alleged to be a key conspirator in many activities of JMB  took the NIA officers to a JMB hideout in Murshidabad

and handed over a laptop which he had received from Sheikh Rahmatullah alias Sajid the Bangla module ‘head’ just two months before the blast.

 

 

NIA put up posters of absconding Bangladeshi terrorists

 

  • xv) June 19, 2016: NIA put up posters of absconding Bangladeshi terrorists who were involved in the Burdwan blast case and were training youths in arms and manufacturing of explosives.

The NIA till date had arrested 17 people in the case. But 12 wanted JMB terrorists were still on the run.

The posters of 11 militants with their photographs and the reward placed by the central agency, with some carrying as high as INR 10,00,000 on their head,

were on display at the bus terminus, court premises, railway stations, and police stations in remote villages of Burdwan.

 

  • xvi) July 31, 2016: NIA contacted the Dhaka Metropolitan Police and requested the extradition of the recently arrested Abu Talha Mohammad Fahim alias Pakhi, chief of a JMB faction in Bangladesh.

The NIA believes he is the same Talha Sheikh accused of masterminding the Burdwan blast. NIA had earlier declared INR 10,00,000 reward on him.

 

 

Smaller Modules of JMB are heavily engaging in propaganda.

 

  • xvii) January 8, 2016: A fake passport racket was exposed in Baguiati (Kolkata) linked to the JMB.

The investigators interrogated a Bangladeshi national named Hafeez Sheikh alias Nur Mohammad for understanding the modus operandi of JMB.

Sheikh has prepared several fake passports for illegal Bangladeshis and Pakistanis.

In turn, someone must have collected used and expired passports from north Indian passport offices.

Sheikh is a resident of Chittagong, Bangladesh who crossed over to India through Nadia District.

Hafeez came to Kolkata in 2013-2014 and started a tour and travels business at Netaji Nagar in south  Kolkata.

  • xviii) May 30, 2016: The NIA said that the smaller modules of JMB are heavily engaging in propaganda,

as the bomb-making industries of the JMB have come to a halt due to a massive crackdown under the Modi government.

Enamul Mollah, a JMB operative, who was arrested for his involvement in the Burdwan blast case set up small modules that would indulge in spreading propaganda.

Enamul Mollah a resident of South 24 Parganas also was involved in harboring absconders of JMB.

He assisted in recruiting new members for JMB and also spread their agenda by circulating Jihadi literature. He arranged for a radicalization program where jihadi speeches were delivered.

 

 

Bangladesh government sent a list of 11 JMB terrorists with sketches.

 

  • xix) July 4, 2016: The Bangladesh government sent a list of 11 JMB terrorists with sketches, who may have sneaked into WB after the terror attack at a café in Dhaka to the NIA and the IB.

They have links with religious outfits in WB and may have entered the state to seek refuge in Malda, Murshidabad, and North 24 Parganas.

Police chiefs of Malda and Murshidabad, which share borders with Rajshahi in Bangladesh, and North 24 Parganas,

which is contiguous with Saatkhira, considered to be JMB strongholds, held meetings with the BGB.

The NIA and BSF also informed their counterparts in Bangladesh about the terror camps being run in Saatkhira, Rajshahi, and Jhenaidaha districts.

 

 

Bangla Bhai of JMJB entered India through Dhulian in Murshidabad.

 

  • xx) July 8, 2016: Bangla Bhai, ‘military commander’ of JMJB who was executed in 2007 in Bangladesh, had visited WB in 2005 and spent 3-4 months going through several districts trying to set up a base for JMB.

The NIA officials learned how Siddique ul-Islam alias Bangla Bhai prepared the ground for the network that was exposed nine years later while investigating the Burdwan blast.

Bangla Bhai entered India through Dhulian in Murshidabad and settled there.

He was also seeking shelter from the security forces of Bangladesh and WB is the best hideout for such.

With the uncovering of the JMB kingpin’s role, it became clear that the efforts started in 2005 to build a JMB base in WB, which was successfully set up for the first time in Murshidabad.

Bhai worked in close association with ‘Hatkata’ Nasrullah, whom the NIA was looking for.

Bangla Bhai had contacted other leaders in Murshidabad, Nadia, and Birbhum and assured them that

an independent Islamic caliphate would soon be established in Bangladesh and their task would be to spread the idea in the bordering districts of WB too.

 

 

Illicit poppy (Afeem) is being cultivated in the bordering districts of WB

 

  • xxi) July 27, 2016: Illicit poppy (Afeem) is being cultivated in the bordering districts of WB and was being smuggled across the border to Bangladesh and elsewhere for funding for terror outfits like JMB.

Apart from Malda’s Kaliachak, Baishnabnagar and Ratua,

the poppy is also secretly grown at Nowada and Beldanga in Murshidabad and in Birbhum’s Dubrajpur, Ilambazar, and Kankartala.

 

  • xxii) September 30, 2016:  In a 200-page charge sheet, the NIA claimed that the JMB had planned a series of terror attacks in India from Bangladesh.

The agency named 19 more people, mostly Bangladeshi terrorists, and indicated the influence of the IS over JMB.

  • xxiii) September 24-25, 2016: 6 top JMB militants, 3 of Indian origin, were arrested from Assam and West Bengal.

Police seized a laptop, mobile phones, SD cards, wires, detonators, explosive powder, and fake identity documents.

One of the arrested, Anwar Hossain Farook of Jamalpur, Bangladesh was the head of the JMB unit in WB.

Another arrested militant Moulana Yusuf alias Abu Khetab (from Mangalkot, Burdwan) was the second in command.

The other 4 are Shahidul Islam, the head of JMB’s North Eastern unit, Mohammad Rubel –

an expert in IEDs, from Jamalpur, Bangladesh, Abul Kalam from Barpeta, Assam, and Jahidul S. alias Jabirul from Bangladesh.

 

 

Blast in Tibetan Monastery in Bodh Gaya.

 

  • xxiv) January 19, 2018: Blast in Tibetan Monastery in Bodh Gaya.

The Indian security agencies suspect the involvement of JMB in planting 3 IEDs in Bodh Gaya. Islamists claimed that this was to avenge the atrocities on Rohingya Muslims in Myanmar.

The evidence strongly indicated JMB’s involvement in the failed terror attack,

which had aimed to kill Buddhist monks and foreigners present in Bodh Gaya who went to listen to the sermons of the Dalai Lama.

Some phone calls were made to certain locations in WB from Bodh Gaya just before and after planting the 3 IEDs.

These locations were already under the scanner of the Indian security agencies as covert JMB bases in WB.

On January 31st, the Kolkata Police arrested 2 JMB operatives named Paigamber Sheikh (24) and Jamirul Sheikh (31),

both residents of Murshidabad, in connection to the blast at the Bodh Gaya temple in Gaya District of Bihar on January 19.

Both accused revealed their connection with JMB and conspiracy of planting an IED at the Bodh Gaya temple during Dalai Lama’s visit.

 

 

The accused also confessed that they had planned 8 serial blasts in Bodh Gaya.

 

The Kolkata Police arrested Paigamber Sheikh from his residence in Kankuria Gram of Murshidabad, whereas Jamirul Sheikh was arrested from Phanisdewa of Darjeeling.

The accused also confessed that they had planned 8 serial blasts in Bodh Gaya.

Indian passport, cellphones, laptop, electrical tapes, wires & switches, gloves, illegal documents, plastic lunch boxes, and 50kgs of ammonium nitrate were recovered.

The JMB members could not plant the other five IEDs as the first one exploded near the Kalchakra Maidan in Bodh Gaya on January 19.

One IED which was planted below a generator near Kalchakra Maidan had gone off partially which helped in recovering

the other two were just a couple of meters away from the entrance of a Tibetan monastery where the Dalai Lama was lodging during that period.

 

 

WB Police arrested Azhar Hossain (22)-a suspected militant of JMB.

 

  • February 4: The WB Police arrested Azhar Hossain (22)-a suspected militant of JMB,

and recovered huge amounts of ammunition and IED explosives from his possession in Ratnapura village in Samserganj Tehsil of Murshidabad.

The Police team raided his house and recovered 75 rounds of ammunition, a loaded magazine, 25 kilograms of explosives, and jihadi literature.

Interrogations revealed that several modules and sleeper cells of the JMB are active in Murshidabad and other districts of WB and they have recruited many young men.

  • February 22: The STF of KP arrested an operative of JMB named Noor Mohammad, from Dhulian in the Jangipur subdivision of Murshidabad who was involved in the Bodh Gaya incident.

During the raid, the STF also recovered a fake passport and several illegal documents.

 

  • xxv) May 24, 2018: Murshidabad Police arrested Manglu Khan (30) and Sadekul Khan (30) and recovered 98 kgs of bomb-making chemicals/explosives from Nimtita, Murshidabad.

Preliminary investigation has revealed that they were engaged in bomb-making and selling it to JMB and local criminal gangs in Malda and Murshidabad.

Manglu Khan and Sadekul Khan bought the explosives material from an arms dealer based in Jharkhand.

 

Islamic State or, ISIS entering India Via Bangladesh route.

 

Islamic State (IS aka ISIS aka ISIL)

 

(Arabic: DAESH/DA’ISH, ad-Dawlah al-Islamiyah fi ‘l-‘Iraq wa-sh-Sham)

 

 Islamic State (IS) is raising its head in Bangladesh, West Bengal government has directed all security agencies to increase vigilance on some Madrasahs near the border areas.

An alert has been sounded across all border area Police Stations. While local Police Stations have been asked to keep an eye out for suspicious activities in these madrasas.

The state IB has started collecting regular updates.

 

  • i) September 11, 2014: More than 15 engineering students from Hyderabad, including a female, who was looking for a transit route through Bangladesh to join the ISIS, were tracked down by the Telangana Police in West Bengal after their parents filed missing reports.

 

  • ii) October 3, 2015: According to the Intelligence Bureau report, the IS has put up posters in Murshidabad and Nadia districts (bordering Bangladesh), in a bid to attract people.

The IB’s cyber cell has conducted a national survey to mark the areas from where the IS is spreading their posters and trying to recruit young men and women.

 

 

Mehdi used to monitor the developments of ISIS online

 

  • iii) November 25, 2015: Mehdi Mashroor Biswas, an educated middle-class youth from West Bengal handled the IS’ Twitter handle from Bengaluru.

Mehdi used to monitor the developments of ISIS online and take in new recruits by means of Twitter.

His Twitter handle (@ShamiWitness) had a good number of followers who volunteered to step inside the ISIS territory and fight alongside them.

These volunteers came from all over India and several other developing nations. Mehdi shared real-time updates on ISIS militants, by taking help from certain West Asian news sites which were in favor of ISIS.

Biswas had good knowledge of West Asian geography and this helped him in monitoring the expansion of the ISIS territory.

 

 

The ISIS module busted by the NIA; had attempted to procure arms from West Bengal.

 

  • iv)January 31, 2016: The ISIS module that was busted recently by the NIA had attempted to procure arms from West Bengal.

They were looking to increase recruitments. The job of procuring arms was assigned to Nafees Khan, one of the arrested operatives.

He was told by his handlers to reach WB and get connected with illegal arms dealers near the border areas.

The NIA during its probe also learned that money was being collected for procuring arms and ammunition.

The NIA also found leads that confirmed that the whole network was linked to JMB.

  • v) February 23, 2016: NIA arrested a 19 year named old Asif Ahmad alias Raju Das from Durgapur on suspicions of having links with the IS.

He was suspected of being a part of a terrorist network that executed terror attacks across India and ran an online terrorist training module.

Asif Ahmad was pursuing a polytechnic course from a Bardhaman college.

He is suspected to be a member of Junud-al-Khilafa-e-Hind (JKH), a self-appointed franchise of IS.

NIA sources found from his laptop that he had interacted with other members of the group through social media and had material related to IS propaganda in his system.

 

 

NIA stumbled upon the mastermind behind the IS operations in India.

 

  • vi) May 30, 2016: In its investigation into October 2, 2014, Burdwan blast the NIA stumbled upon the mastermind behind the IS operations in India.

The NIA recently submitted its third supplementary charge sheet to the case, naming Enamul Mollah among others.

The 25-year-old could be the key to Indian activities of IS, which has declared itself an independent “Caliphate”.

In the charge sheet, the NIA pointed out that of the 30 persons named, 20 have been arrested but 10 others are absconding, of whom 6 are believed to be in Bangladesh.

During the course of its investigation, NIA stumbled upon some interesting facts about Enamul Mollah.

The investigators believe, as an active member of the JMB, he organized a number of pro-IS programs at Burdwan even before the blast.

 

 

The NIA identified 130 radicalized individuals.

 

  • vii) June 27, 2016: Engineering student Aashiq Ahmed, arrested by the NIA from Hooghly for being part of the Islamic State (IS).

Aashiq had plans to kidnap the Trinamool Congress MLA from Hooghly, Asima Patra, and

demand extortion for her release as part of Mal-e-Ganimat/”Gonimater maal” (war-booty).

 

  • viii) October 11, 2016: NIA arrested over 50 suspects for conspiring to set up terror modules inspired by the IS and for giving material support.

The NIA has also identified another 130 radicalized individuals, believed to be in contact with the accused.

This watch list is a “preemptive measure” by the agency to track and monitor these individuals.

The individuals on the watch list were active on social media and on-ground gathering support for IS.

Consequently, the NIA wrote to police authorities in 9 states – Delhi, Maharashtra, Kerala,

West Bengal, Tamil Nadu, Andhra Pradesh, Telangana, Haryana, and Jharkhand – asking them to monitor these supporters.

 

 

American link has come to light in the investigation of the Islamic State (IS)

 

  • ix) December 11, 2016: An emerging American link has come to light in the investigation of the Islamic State (IS) inspired terror cases with the NIA identifying a key recruiter,

Abu Isa al Amriki-one of the planners of the terror group’s external operations division which planned

and executed terror attacks in foreign countries- to have set his eyes on India for recruitment of young Muslims.

NIA officials have found glaring similarities in the modus operandi employed by al Amriki in at least two instances,

the Hyderabad module involved 5 men and a case of a lone wolf in Kolkata where the suspects were ready to commit terror acts in the name of IS.

It has now prompted the US FBI to keep a close eye and coordinate with the NIA on the Indian IS-related cases.

 

 

IS is planning to carry out terror attacks in eastern India.

 

  • x) January 2nd, 2017: A top operative of JMB and IS, Mohammad Mosiuddin alias Musa alias Mosi alias Majnu,

who was arrested by the NIA from Viswabharati Fast Passenger train at Burdwan/Bardhaman on July 5, 2016,

for conspiring to carry out attacks on Kolkata’s Mother House and the headquarters of Missionaries of Charity

has revealed that the IS is planning to carry out terror attacks in eastern India.

As per Mosiuddin, the IS wants to establish an Islamic caliphate in India.

The security forces and the intelligence agencies have now stepped up the vigil on the east to verify the possibility of an IS attack.

Musa also revealed that Islamic terror groups are now targeting foreigners at Kolkata’s Mother House

and also encouraging lone-wolf attacks on foreign tourists in Srinagar (J&K).

  • December 3, 2017: Musa attacked and tried to slit the throat of a jail guard

named Gobinda Chandra Dey (45) with a piece of metal in ‘IS fashion’ after beating him with a stone inside the Alipore Central Jail in Kolkata.

Musa was held back by other guards and inmates and Dey was taken to a nursing home.

Musa was later shifted to solitary confinement and a probe was initiated on how Musa got hold of the piece of metal inside.

On December 18th, The Calcutta High Court rejected the bail plea of Musa

who planned to attack ‘Mother House’ and the headquarters of ‘Missionaries of Charity in Kolkata.

 

 

Pakistani ISI Is the ring leader.

 

ISI (Inter-Services Intelligence of Pakistan)

Though technically an intelligence agency of Pakistan, the ISI helps several terrorist groups who’re looking to perpetrate terror activities in India.

 

  • i) November 14, 2015: The KP’s STF arrested Akhtar Khan (alias Mohammed Javed alias Raju) from the Colootola area in Jorashanko, for his alleged links with Pakistan’s ISI.

FICN with the face value of INR 1,72,500 along with several incriminating documents were seized from his possession.

The documents clearly showed his links to ISI. Akhtar was on an espionage mission and was working as a bartender in the city.

He was booked under IPC sections 120B, 121, 121A, 122, 489B, and 489C.

2 days later (November 16) the STF arrested Akhtar’s brother Jaffar Khan/Zafar Khan from the city on charges of spying.

Zafar was spying on defense establishments in the state, specifically on the chicken-neck area, Bengal’s trijunction of Nepal, Bhutan, and Bangladesh.

He was also spying on defense equipment manufacturing units in Bengal since 2009

and was a major hawala (illegal money transfer) operator of the Tiljala-Topsia belt in the city, say Police.

Zafar posed as a marketing executive to cover his spying and used his local contacts to procure fake papers and arrange for money to reach Kolkata through hawala channels for operational needs.

 

 

STF arrested 3 suspected ISI agents, 2 of them were Trinamool Congress leaders in Kolkata.

 

  • ii) November 29, 2015: The STF arrested 3 suspected ISI agents, 2 of them were Trinamool Congress leaders in Kolkata.

The trio, booked on charges of allegedly spying for ISI were identified as Irshad Haidar Ansari, his son Ashfaque Ansari

(alt. Ashfaq Ansari, former general secretary of Harimohan Ghosh College in Kolkata), and the maternal uncle of Ashfaque, Mohammed Jahangir Khan.

Police said they were allegedly involved in supplying fake Indian passports to suspected ISI agent Mohammad Eizaz, who was arrested on November 27, 2015, from Meerut(UP).

Multiple fake passports from India, Bangladesh, and Pakistan,

along with counterfeit currency and many top-secret documents were recovered from the arrested men.

The three men were charged with waging war against the state. The police found a lot of espionage evidence against them.

The police prosecutor called it a clear anti-national act while arguing against their bail plea.

Ashfaq was in communication with a couple of ISI officials in Pakistan, apart from Amir Bhai and Irfan (Irshad’s brother).

The former, Amir Bhai, shouldered the responsibility of handling the Ansari family espionage in Kolkata till 2010.

Another handler by the name of Salim took over this responsibility from 2010-2011.

Salim used video calling applications like Skype and codes to communicate.

 

 

The RAB arrested 6 men in Bangladesh including a Pakistani.

 

  • iii) December 2, 2015: The STF arrested a passport agent, named Sheikh Badal in Kolkata for his alleged links with Pakistan’s ISI.

Sheikh Badal had previously helped arrest suspected ISI-spy Mohammad Ejaz alias Mohammad Kalam in Meerut.

Sheikh Badal was a good friend of Jahangir.

 

  • iv) December 4, 2015: The RAB arrested 6 men in Bangladesh including a Pakistani named Abdullah alias Selim.

He was caught with FICNs with a face value of Rs 1 crore.

  • v) December 6, 2015: A serving Army Hawaldar (17th K Light Infantry)

named Farid Khan was arrested by Delhi Police and CBI from Siliguri suspected to be part of the ISI espionage racket.

Khan shared secret information with suspected intelligence operatives.

Officials said that Khan has deep-rooted connections with ISI agents in Kolkata.

The NIA has unraveled an FICN racket, which seems to connect all the arrested terror suspects – the ISI agents caught in Kolkata, the suspect arrested in Meerut (UP),

the J&K school teacher, and 6 others arrested in Bangladesh.

The STF believes that the ISI’s intelligence network in Kolkata is the tip of the iceberg.

 

  • vi) December 7, 2015: The STF conducted raids at the residence of Mohammed Illias,

a suspected ISI agent in Tikiapara, Howrah, and arrested his brother Mohammed Farookh along with numerous fake passports.

It was Sheikh Badal who snitched on Illias. But Illias had absconded to Germany a month ago with his wife.

ABT Ansarullah Bangla Team

 

  • i) November 21, 2017: Kolkata Police busted a module of the ABT

and arrested 3 of its members who were in Kolkata buying arms and chemicals from the Kolkata railway station(Chitpur, KOAA).

The ABT group is infamous in Bangladesh for killing secular bloggers and has been banned by the government of Bangladesh.

But as we all know terrorism is not a factory-made product that can be stopped with bans.

2 of the arrested ABT members Samsad Mian alias Tanvir (26) and Rizaul Islam alias Riyaz alias Suman (25) were Bangladeshi citizens.

The third one was an Indian, identified as Manotosh De aka Monda (42).

The 3 men have been working in close coordination with the AQIS (Al-Queda Indian Subcontinent,

a wing of the global Al-Qaeda actively present in Pakistan and Bangladesh

and believed to be responsible for the distribution of most of the jihadi literature in Bengali) according to the officials.

Manotosh De, the sole Indian was an illegal arms dealer and a resident of Basirhat.

Samsad Mian was found with a fake Aadhaar Card. He did not have a genuine passport or visa either.

Samsad was probably the biggest catch as he was the ‘amir'(head) of the explosives wing of the ABT.

He was responsible for ABT’s revival after a major crackdown by the BD government.

Samsad and Rizaul had been staying in India for over 18 months after crossing the border.

The STF was unable to discover their mission or if they were assigned any particular mission

The suspects were taken into police custody for 14 days after a court probe.

They were arrested under the Arms Act and accused of forgery, cheating, and criminal conspiracy.

 

 

Sahadat Hossain (26) was arrested by the STF near Sealdah station.

 

  • ii) Nov 24, 2017: A Bangladeshi national named Sahadat Hossain (26) was arrested by the STF near Sealdah station.

He was suspected of having links to AQIS.

He was a resident of Benapole port in Bangladesh. Later it was discovered that he was connected to ABT.

 

  • iii) November 28, 2017: Another ABT operative identified as Omar Farooq alias

Mohammad Aftab Khan was arrested by the Kolkata Police’s Special Task Force from the India-Nepal border.

Aftab was also a member of the ABT’s explosives wing headed by Samsad and was an expert in IEDs.

 

 

Jaish-E-Mohammad entered Bengal with a Terror Bang.

 

Jaish-e-Mohammad (JeM):

 

  • i) April 10, 2013: The US Consulate received a threat letter from the JeM.

 

  • ii) July 17, 2016: A middleman named Abdul Baqi Mondal was arrested by the Basirhat Police

accompanied by a special team from the Indo-Bangladesh border in Matia, Basirhat (N 24 PGS) for having links with terrorist organizations like JeM and HM.

He was previously arrested in 2005 and jailed for sheltering 6 JeM terrorists.

(Those 6 terrorists were subsequently killed during an attack on the Ayodhya shrine.)

  • i) December 19, 2015: Indian intelligence reveals that Dawood Ibrahim, is the brain behind the smuggling of FICN from Bangladesh to WB.

He gets help from the ISI in this matter.

Previously 6 men were arrested from Dhaka airport in Bangladesh with several crores of FICN in their possession.

One of them was a Pakistani national named Abdullah alias Salim.

Abdullah confessed that he was working under Dawood Ibrahim

and that Dawood’s gang ‘D-Company’ has a network in Malda and in some other border districts of WB.

  • ii) October 12, 2016: One of the arrested terrorists of October 2, 2014, Burdwan blast case, Anwar Hussain Faruk,

disclosed of an apparently defunct Bangladesh-based terrorist outfit Shahadat-e-al-Hikma.

The outfit had allegedly been training new recruits of different terror organizations of the sub-continent.

The home department of Bangladesh stated that this group was funded by Dawood Ibrahim in its formative stages.

Investigators said most of the terrorists in the country are indoctrinated by this group.

But this outfit is inexistent in the terror map of the sub-continent.

 

  • iii) October 16, 2017: Intelligence sources reveal that Dawood Ibrahim,

India’s most wanted fugitive terrorist is supplying enormous amounts of money to raise terror networks in West Bengal.

Several terror organizations of Bangladesh, which are run by Dawood’s money

are routing funds and sending terrorists over to India through WB, Assam, and other bordering states.

 

 

Pakistani Taliban outfits are not far behind.

  • i) September 3, 2015: A banned extremist organization of Bangladesh having links

with the Pakistani Taliban reportedly sent a team to Myanmar via Cox’s Bazaar for training to launch terror attacks in India.

Intelligence sources found out that 3 Indian nationals were part of the team, all of them hailing from WB.

They were identified as Shafi Mandal of Kaliachak, Malda; Sultan Sarkar of Rasolpur village, Aarambagh and Taj Miah of Biruri village, Birbhum.

The members of the team were in touch with the Pakistan-based Taliban through telephone and the internet.

  • July 17, 2012: KP’s STF arrested Harun (alt. Haroon) Rashid of SIMI, an active agent of Islamic terrorism in India.

He possibly had close links with Indian Mujahideen as well,

A few days later (July 21) some detonators and an explosive gelatinous liquid

(possibly trinitroglycerin or TNG) were recovered from his hotel room.
