Sewage treatment in India Today has greater commitment under Modi Government! – C-Tech Founder Dr. Sandeep Asolkar.

With inauguration of 7 major STP plants across Mumbai by the internationally acclaimed Indian Prime Minister Shri Narendar Modi,

This Mega city begins its step towards a journey of Clean Coastal serenity – Green Mumbai vicinity mission.

 

These 7 plants with a collective capacity to treat around 2500 million liter (MLD) of sewage daily generated by a population over 12 million shall come as a blessings to this financial capital of India,

which has been struggling off late to keep this historic place from getting dirtier.

In fact the political realization about sewage treatment never came to India before 90’s.

Nation India initiated its professional and mass scale sewage treatment pretty late.

 

 

 

Sewage treatment in India! First NDA government authored the necessary policy for mass scale cleaning of mega rivers.

The cognizance of setting up professional sewage treatment plants (STP) were principally adopted by the Central governments pollution control board (CPCB) as late as in early 21st century.

This lackluster attitude by the earlier authorities resulted in large scale contamination in natural and open water bodies, free flowing river waters also the ground water layers.

Perhaps , the first NDA government led by Late Shri Atal Bihari Vajpayee recognized and authored the necessary policy for mass scale cleaning of mega rivers, natural water bodies and the open water sources.

In fact, this government initiated the draft policy for some of the flagship projects like Namami Gange or National Mission for Clean Ganga.

 

 

 

Sewage treatment in India! Present NDA Government under Narendra Modi created separate Jal Shakti Ministry.

 

The Initiatives taken by the Atal Bihari led NDA government has largely influenced the Present NDA Government under leadership of Shri Narendra Modi to create a separate Jal Shakti Ministry,

which has been quite effective in executing the success of Namami Gange Mission Parameters.

The Central Jal Ministry led by Shri Gajendra singh sekhawat has strongly implemented the industrial waste water treatment before the water gets released into the river or water bodies.

 

 

 

Commitment of New India towards a Cleaner – Greener and Sustainable environment.

 

A lot has been done in this context but a lot has to been left for completion, and todays foundation laying ceremony by Mr Modi and,

detailed explanation about the necessity of these large scale sewage treatment in the city

during his public address strongly substantiates the commitment of New India towards a cleaner – greener and sustainable environment.

Sewage Water Treatment in India Toady! – Historical Data.

 

Discussing about the requirement of actual sewage treatment in India toady-

Historically what has been done so far and what needs to done further –

Natural water bodies and Rivers in India are largely polluted due to the direct discharge of untreated or,

partially treated sewage and industrial effluents from cities, townships and hamlets in their respective catchments.

There remains a major problem in operation and proper maintenance of sewage water /industrial effluent treatment plants.

Adding to these continuous problems are lack of dilution and other non-point sources of pollution from traditional and community activities with lack of awareness among commoners.

Cleaning / rejuvenation of rivers and water bodies is an ongoing activity,

which requires effective mass awareness campaign about its cascading negative effect on the environment.

 

 

 

Local Authorities & Elected Bodies Need To Be More Committed towards Environment Protection.

 

Major portion of these responsibilities need to be undertaken by the Local authorities and elected bodies with substantiate support from the respective state governments and UT’s.

It is also the primary responsibility of the States/UTs, Local Bodies to strongly implement the prescribed norms set by the Center;

for the Industrial Units to ensure required treatment of sewage and industrial effluents in sewage treatment plants (STPs) / effluent treatment plants (ETPs) before,

discharging into river and other water bodies, coastal waters or land to prevent and control of pollution and protect the nature therein.

The Central governments Jal Shakti ministry has been constantly supplementing efforts of the States and UTs with financial and technical support for;

discount of pollution in identified stretches of rivers in the country through the Central Sector Scheme of Namami Gange for Ganga and its tributaries and;

the Centrally Sponsored Scheme of National River Conservation Plan (NRCP) for other rivers.

 

 

 

NRCP has so far covered polluted stretches on 34 rivers in 77 towns in the country with operational STPs.

 

For conservation of rivers, this Ministry has been supplementing efforts of the States/UTs by providing financial and technical assistance Setting up of STPs is one of the important components of these programmes.

NRCP has so far covered polluted stretches on 34 rivers in 77 towns spread over 16 States in the country;

with the project sanctioned cost of Rs.5961.75 crore, and inter-alia, a sewage treatment capacity of 2677 million liters per day (MLD) has been created.

 

 

 

Under the Namami Gange programme a total of 353 STP projects have been sanctioned.

STP plants in Mumbai

National mission Under the Namami Gange programme, a total of 353 projects, including 157 projects for sewage treatment of 4952 mld and sewer network of 5212 kms, have been sanctioned at a cost of Rs.30458 crore.

Under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) programme of Ministry of Housing & Urban Affairs,

883 sewerage & seepage management projects amounting to Rs.34,081 crore have been taken up,

of which 370 projects costingRs.8,258 crore have been completed so far.

 

 

 

Under the Swachh Bharat Mission (Urban) 2.0 Rs.15883 crore has been allocated to States/UTs for setting up sewage treatment plants.

STP plants in Mumbai

Under the Swachh Bharat Mission (Urban) 2.0 launched in October, 2021, Rs.15883 crore has been allocated to States/UTs for wastewater/used water management,

including setting up of STPs and FSTPs (fecal sludge treatment plants).

As per the Provisions of Environment (Protection) Act, 1986 and Water (Prevention & Control of Pollution), Act 1974,

industrial units are required to install effluent treatment plants (ETPs) and treat their effluents to comply with stipulated environmental standards before discharging into river and water bodies.

Accordingly, CPCB, State Pollution Control Boards/Pollution Control Committees monitor industries with respect to

effluent discharge standards and take action for non-compliance under provisions of these Acts.

 

 

 

State / Union Territory (UT) wise sewage generation & STP Plant Details.

 

Besides, in compliance of the orders of National Green Tribunal (NGT) in Original Application No.673/2018 regarding rejuvenation of polluted river stretches in the country, States / UTs are required to implement approved action plans,

including installation of wastewater treatment plants, for restoration of the polluted stretches in their jurisdiction as identified by CPCB and published in their report of 2018, within the stipulated timelines.

As per the orders of NGT, regular review on implementation of action plans is undertaken in the States/UTs and also at Central level.
